NOVICE
POLICY DEBATE RULES:
The
purpose of novice policy debate is to build interest and enthusiasm for policy
debate by giving beginners a place to hone their skills against opponents with
similar experience.
Novice
policy debaters are students in their first year of high school speech
competition. Both members of the team MUST be in their first year of high
school competition. Middle school students may take part in CFL tournaments,
but Grand Finals is for students in grades 9 through 12.
The FGCCFL
Sunshine District Novice Policy Debaters will use the NFL High School Policy
debate resolution for the tournament season.
Novice
policy debaters may ONLY use evidence from the “Georgia Novice Evidence
Packet.” The evidence can be downloaded from:
http://daily.media.gaforensics.com/0809gfca_novice_ev/NoviceEv.zip
At
this tournament, no additional evidence is permitted in novice policy debate.
This is the first tournament EVER for these debaters and we would like the
playing field as level as possible.
The
time limits for the novice division are: eight-minute constructives,
five-minute rebuttals and three-minute cross-examination time. Each team has
five minutes of preparation time.
